医药学论文:乡镇卫生院人力问题和策略研究

Abstract
With the WHO's advocation,all over the world pay more and more attention to study on human resource,which can offer a help in finding health strategy.Being a junction in the network of Three-Level Prevention,village and township hospitals are now playing a very important role in medicine, prevention and primary health care,which can not be replaced by any other medical institution. After nearly half a century's development,the network of Three-Level Prevention has establish it's basic in countryside and the primary health care has also made a mighty advance.The village health care forces are growing steadily and getting into a great scale.But,because of the unbalancedness in social economic development and the delay in reformation of the health system to that of the economic system,there are also many problems in village and township hospitals.For example,the unreasonable personnel structure exists,that is there are too many staffs that with junior professional title when the number of staffs with middle or senior professional title is so small.In addition,low level of management and inefficiency are also stubborn problems.The paper makes an analysis of problems above,puts forward the countermeasures which can accelerate the development of health project.

摘要: 在WHO倡导下,世界各国越来越重视卫生人力的研究,为卫生决策提供帮助。卫生院作为三级预防网络的枢纽,在医疗、预防、初保方面起着其他层次医疗单位无法替代的作用。近半个世纪以来,三级预防网络在农村已具有一定的基础,初级卫生保健工作取得较大进展,农村卫生队伍已具规模。由于社会经济发展的不平衡性,卫生体制改革滞后于经济体制改革,乡镇卫生院普遍存在低素质卫技人员偏多、中高级卫技人员短缺、卫技人员结构失衡、管理水平低下和工作效率不高等人力问题。本文拟对以上问题进行分析,研究相应对策,以促进卫生事业健康发展。
