　　“积分落户”政策以科技贡献、专业技能、在城市就职的时间等指标为考核项，计算非本城市籍人才的“积分”。积分达标即可落户上海，天津等大城市，随后被许多城市所采用。此意见是由北京市政协首先提出的。“积分落户”相对于迟滞的户籍改革而言，仍有其现实价值。无论是为了吸引到更贴近市场需求的人才，还是解决现有的外来人口问题，积分落户制都具有很重要的现实意义。

　　China has a points system for household registration that takes technological contributions, skills and work experience in the city into consideration. A certain amount of points are needed for outsiders who want to become a registered resident of a popular city, such as Shanghai and Tianjin. In the future, other cities will begin to adopt this points system which was introduced by Beijing’s CPPCC. Compared to the slow-moving household registration reform, this new points system for household registration has practical value. It will help local companies attract and keep talent, and will also help solve some problems the migrant population has to endure at the moment.
